TEA-21 Reauthorization (TEA-3)

ASLA has been a strong advocate of progressive transportation programs in the original Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and its reauthorized version, the $217 billion Transportation Equity Act of 1997 (TEA-21). These landmark statutes provided federal funds for transportation projects and programs throughout the nation. Programs of interest to landscape architects include:

  • Transportation Enhancements
  • Scenic Byways
  • Recreation Trails
  • Community Planning

Groundwork is currently being laid for TEA-3, as TEA-21 will expire September of 2003. ASLA believes transportation projects should be planned,designed, and managed to preserve the landscape's natural and cultural character. The Society also advocates an intermodal approach-transit, bike paths, pedestrian elements-to transportation planning, in an effort to preserve open space and more livable communities.
